Conform CI/CD to repo/CI/CD standards

Rollout step 11 of 12 — conform remaining CLI (hubspot-cli).

Scope

Bring hubspot-cli into conformance with the repo/CI/CD standard, without changing published package identities.

Acceptance

• CI on shared composites; required checks build/test/lint/pr-title (+ identity-check if distributed).
• Resolve the Go-version mismatch: go.mod declares 1.23.0 but CI pins 1.22 — sync both, read from go.mod (ci.md §3 / repo-layout.md §3).
• Published package identity unchanged — verified via identity-check.
