prepare: Warn if organization reference id or role doesn't match a `parties` entry

These would be the warnings that correspond to the configuration options implemented in #96 and #95.

Since the fixes in those issues weren't needed for the indicators command (they are just to fix the data for BI), the warnings weren't implemented. We should implement the warnings once the fixes become relevant to an indicator.
