Add the ability to add ```has_segmented_spines``` as a filter in EC

Description

Currently has_segmented_spines is shown in the response schema of an endpoint, but it's not listed with the other available filters to allow the user to select a skeletonized morphology with spines to appear in the tables. We need to implement this filter to be able to select only the spiny morphologies.
