Associate words and phrases to CAP alerts.
Allows a short audio recording. ie. "This emergency brought to you by your local fire department"
When ssetup, creates a LA button, when pressed, overrides all other stations. Any other LA interface, when enabled can then overirde to other stations. Visual widget displays showing number of connected stations relaying from main and availble to override.
