PROJECT: LTI 1.3 for Tobira

1. Aim/description
As LMS user, I want to easily integrate videos from Tobira in my courses. Also, I want videos uploaded to the LMS to appear in "My videos" in Tobira for further editing. And maybe some more interoperability, cf. elan-ev/tobira#1697.
