This initiative is somewhat related to a project we (Geonovum) are working on with the Dutch Ministry of internal affairs. Unfortunately all the work we're doing is currently in dutch...

The basic premise is that for GDPR/Algorithmic operations we want to create a provenance chain with pointers to the legislative grounds for performing these specific operations.

We're building this from a distributed standpoint (for several reasons) but for one, we do not want to burden the dataset/proces/operation with an ever groing provenance chain. I think that might be something to take into account with the work you are doing as well.

We are also implementing this provenance building on the opentelemetry industry standard, because it integrates well into a lot of systems. We're working on a mapping from the opentelemetry traces (and the specific profile we're defining for it) to PROV-O/DCAT/SKOS.

I think we should aim to have a deeper discussion via a teleconference. There are quite a few issues that need to be considered, but perhaps a rapid prototyping opportunity.
