Responsible Party - ANY

Under TSML 1.X, various Responsible Parties (e.g. Observer.operator, MonitoringFeature.relatedParty) were of type CI_ResponsibleParty.

For MonitoringFeature.relatedParty, we've already changed the type to ANY. I propose doing the same for Observer.operator

For MonitoringFeature.relatedParty, change back to CI_Responsibility

Do the same for Monitoring
