If i am on the Dashboard and i scroll down to look at Recent Audit Events, user needs to scroll to top of page, hit refresh, then scroll down.
Yes, user could hit F5 and then scroll down to that area again.
Maybe it makes sense to move the Field Operations Refresh/Logout to an area under the logo, which would allow you to move the title are up and you could have the page scroll below that. This would keep the Refresh for that page always available.
I am assuming the Fleet Operations refresh does a more global refresh of all data, that might be used less often, so having it between the logo and dashboard might be good. Seems like you may want to use the huge refresh less often, Sorry, if my assumption about the refresh buttons is wrong.
