Build a static site

This is to propose porting static website template, implemented with Hugo, from Montreal repo to here. You can check the Montreal site in action here.

The site will be accessible on https://opensourcecities.github.io/vancouver/. I would like to know if you have any suggestions, comments or concerns on this.

Great idea! I didn't realize there was a static site for other cities like Montreal and Toronto
