[os-OPNWAF] Set SecStatusEngine Off in line with modsecurity.conf-recommended

Describe the bug
The error log shows "[security2:notice] [pid 87872:tid ModSecurity: StatusEngine call failed. Query: xxx.123.status.modsecurity.org"

To Reproduce
Steps to reproduce the behavior:

1. Start/Restart OPNWAF
2. See error

Expected behavior
No attempts of OPNWAF to send status information as the receiver no longer exists. See owasp-modsecurity/ModSecurity#2717 (comment) and 7334271
