Update docs to reflect removal of config tab

The functionality associated with the "Config Tab" has been removed from the application. However, the documentation has not been updated to reflect this change. As a result, users may still find references to the config tab in the documentation, leading to confusion.

I searched across the oppia-web-developer-docs repo for references to the Config tab.

So far, I could only find one instance, in How-To-Load-Data.md . I also checked older commits to see if it appears elsewhere, but couldn’t find any other occurrences.

Could you please confirm:

1. Whether this is the only place that needs updating, or if I’m missing any other docs?

@rohanmalhotracodes How to access Oppia webpages also have a reference of the config tab. We want to remove its references completely, and there is no replacement for this. As this feature has been completely deprecated. Thanks!

Before I start, I want to make sure I fully understand the expected outcome for each:

For #496

The problem is that common README paths (e.g.,
https://github.com/oppia/oppia/blob/develop/README.md) give 404 errors because there isn’t a README at the root on develop, which is confusing for new contributors.

Should the fix be to add a README file in the oppia repo root, or should it be to update the contributing documentation so that contributors are explicitly told where to find the docs and why the root README is missing?

If the right solution is to update docs, which file(s) should we update (wiki page, contributing guide, home page, etc.)?

Is there any specific wording or location preference for the clarification?

I'd raise a PR within a couple of hours as soon as I receive clarification regarding the above.
