Add a scroll mode

* The user should be able to scroll the document by dragging it when this mode is enabled.
* The user should have an edit mode that enables adding running labels.
* Switching between modes should be done from the toolbar.
* In scroll mode, the cursor should be a hand when hovering over the PDF viewport.

Default mode should be the movement mode.
