fix issue where Ormico.DbPatchManager.SqlServer must be referenced in Ormico.DbPatchManager.Logic

we should not need to reference the SqlServer plugin assembly in the Logic assembly, but we do b/c of some issue around trying to load the `Microsoft.Data.Sql` assembly if there wasn't a reference.

I don't remember the details anymore. I'll test with latests `Microsoft.Data.Sql` to see if this is still an issue.
