Roadmap: Add the ability to run checks from the CLI

Just like the browser, you can select a check and run it from the command line:

```
outlyer run <check_name> 
```

Need to think about how we link the plugins to the check in the /plugins directory and push both the check and plugin to the API to run it on all the instances that mach the selectors.
