Confirmed — this is a broken cross-reference in the docs source.

The page contains two identical "Session Management" subsections (under Scenario 1: Small Workgroups and Departments and Scenario 2: Mid-Sized Enterprises), each with this line:

Root cause: xref:local-session-management[...] has no valid target. Antora resolves a bare xref:<id>[...] (no .adoc, no leading #) as a reference to a page resource named local-session-management.adoc — which does not exist — and there is no [[local-session-management]] / [#local-session-management] anchor anywhere in the module. So the rendered link points at #local-session-management on the same page, which is empty, hence it goes nowhere. Both instances are affected.

Fix direction (a maintainer/PR should pick the correct target):

• If documentation on local/file-based session management actually exists somewhere, repoint both xrefs to it using the proper Antora form, e.g. xref:<module>:<path>.adoc#<anchor>[Local Session Management] (note: caching_configuration.adoc currently has no session-management section, so it is not the target as-is).
• If no such documentation exists, either add a "Local Session Management" section/anchor in this module and link to it, or remove the dangling "see xref:..." clause from both subsections so the sentence no longer promises a link.

Antora xref/link validation (e.g. via the build's broken-xref reporting) would have caught this; worth ensuring it runs in CI for these pages.
