Add an option to disable window selection scrolling animation

Is your feature request related to a problem? Please describe.
I found this type of animation particularly burning for the eyes.

My monitor is at 60hz and this horizontal animation causes uncomfortable slight nausea. Other types of animation won't cause this.

I've tried various options, including disabling the animation of gnome in the accessibility settings.

Add an option to disable or enable this animation.

Describe alternatives you've considered
Also if possible, let paperwm also be able to disable or enable the scrolling when using the switch to the next window and switch to the next window features.

Use dank material shell install script as it is official developed for niri, and then choose niri as window manager, it is great , also don't forget to install xdg portal gnome which is already present in gnome

Seems related to #1122, ideally PaperWM should listen to the "disable animations" accessibility setting.
