Test pallet withdraw-teleport

Motivation

Happy path and some cases for withdraw_and_teleport has been manually tested with zombienet and polkadotJS however further testing should be applied.

Tests made:

• HOP is teleported when account has enough HOP and ROC derivative. Fees on origin are correctly deducted from origin account and doesn't affect amount sent.
• Teleport fails when account doesn't have enough HOP or ROC derivatives on Trappist.

Suggested Solution

Implement xcm-emulator as requested in #217 and build at least the previous test cases.
