Bug - moving the mouse from the anchor icon to the heading causes the anchor icon to pop in and out

Describe the problem
There's a little gap between the anchor and heading text, if you move your mouse slowly from the heading text to the anchor, the anchor will disappear

Expected behavior
Moving the mouse from the anchor to the heading should probably not make the anchor disappear.
