Issues with scrolling

In the developer view, there are a few issues found with the ability to scroll different panels.

1. For the scrollbar on the sidebar, the target area to click the scrollbar and drag to scroll is too small. Most of the scrollbar area displays the resize cursor for resizing the panel. This makes the panel difficult to scroll for users relying on dragging the scrollbar.
2. A scroll bar does not display for the top-right code panel until after you resize the bottom panel.

Adding onto this issue, Jessie is also having the same issue with the scrollbar. After resizing window up and down, the scrollbar disappears, which is blocking her from completing the tutorial
