Amd gpu acceleration for encoding to h264 doesn't work in the past few versions
It was working great in Shutter Encoder 18.6 Windows 64bits. I'm not sure what version introduced a possible bug.
Edit: It started in version 19.5. I have everything to auto except hardware acceleration is set to AMD AMF Encoder.
