Add VLC plugin building instructions

Write somewhere that the developer has to set their VLC_PATH environment variable pointing to the directory containing both VLC's "include" and "lib" folders.

Windows users will have to generate the libvlccore.lib file from the libvlccore.dll file located in their VLC's install directory.
