Empty tables in MySQL dumps and CSVs #2

Hi!
I'm currently trying to get a sense of the table contents (some cell values).
I've followed the instructions to download the zips from the shared google drive.
There's 214 tables with no rows
- only headers are available in the csv files
- a quick sql query using the dump files also returned no rows.
I've included the full list of tables in the file attached.

As I understand the dataset is preprocessed to remove sensitive information, are the contents in these tables omitted intentionally?
If not, will the contents be released sometime in the future?
