No release note for 8.5.2 and 8.4.17

The versions 8.5.2 and 8.4.17 have been tagged but they don't have a release note on GitHub like 8.5.1 and 8.4.16.

Is it expected that some versions don't have a release note?

Noticed the same thing. I've been using GitHub to get notifications of new versions. Trying php.net's release feed now. Another thing: Windows release of 8.5.2 isn't on the download page of windows.php.net. Can be found here instead (php.net).

The GH releases have now been made. We're also discussing internally with how to make the process less reliant on @adoy.
