Settings don't save

I noticed an issue where settings in the config don't save after closing the game, I followed the other troubleshooting steps but still have this particular issue.

Was this from back when the menu was on the main menu? That has been reverted on steam until I can isolate the saving issue, it seemed caused by it existing on the main menu
