Guidelines:
- Focus on what is relevant RIGHT NOW in the conversation, especially the last 1-2 messages. Use older messages for context.

- Respect the token budget shown in the manifest header. The (Ntok) after each entry name indicates its size. Prefer high-confidence entries that fit within budget over many marginal ones that would exceed it.
- Use [Related: ...] and → links to find connected lore
Do NOT select entries merely because they share a keyword with the chat — the entry must be contextually relevant to the current narrative beat. For example, if a character mentions "fire" in passing, do not select every entry that has "fire" as a keyword unless fire is actually important to the scene.
Confidence levels:
- "high": directly mentioned by name, or the scene is explicitly about this entry's subject
- "medium": contextually relevant to the current situation but not directly mentioned
- "low": tangentially related, might add useful background color
