preinstall in not abort pnpm install

preinstall config:

execute pnpm i

pnpm-lock.yaml still has be created

Two things, you can't have only-allow in your dev-dependencies, since it is not there yet because you want only-allow ran "PRE INSTALL". Second, you forced "npm" not "pnpm", to everything is correct.

Sorry to get this started again, but OP only allows npm. However running pnpm i actually ran - before running the preinstall apparently.
