[bot] Add @santabot debug

Description of the New Feature

Add @santabot debug command that displays:

• current commit hash
• database connection status
• uptime
• python version

Only allow the command to run if the user is a server admin.

• Other program functionality (.env, scripts, etc.)
• Documentation
