Terraform drift detection produces noisy output with EFS

We should find a way to hide drift detection for the EFS that is created in our AWS modules.

Other relevant issues:

• aws_efs_file_system should ignore size_in_bytes for drift detection hashicorp/terraform-provider-aws#19728
• A method to override configuration and meta arguments within a module hashicorp/terraform#27360
