[`hydrate-orchestrator`] Fix error handling and claim validation

Description

When there is an error validating a claim we get a "generic" error:

We are not handling the error because it throws in different scenarios where the message shown has nothing to do with the error.

For instance we got that error because the folder tfworkspaces was not present in the deployment branch.

This error is generated in the lazy loader, I suspect that the error is not handled OK within the dagger.
