[`firestartr-bootstrap`] Create labels for `state-github` repo

Motivation

Related to #326

The state-github needs certain labels to exist to work properly (namely, plan). These should ideally be created by the feature itself.

Now we have support for create repo labels from the component claim:
From 2.4.0: add support for repo labels (https://github.com/prefapp/gitops-k8s/issues/1901) (1beb19f)

Note: the plan label was the one that broke first and prompted us to create this issue. This doesn't mean it's the only one. Review all installed features and ensure all needed labels are created

Acceptance criteria

• The labels: [] section has been created
• The features have been reviewed and the needed labels noted for each of them
• The labels are correctly created for each repo
