Project Migration under the prometheus umbrella

As part of ensuring that sustaining maintenance continues on this project, it has been migrated under the prometheus umbrella.

For the next few days it is likely for some links in the docs and examples will point either to the old project name or to a node module that hasn't been published yet as we get all of our ducks in a row for an initial publish under @prometheus/client_js

We will be updating this Discussion as things solidify around maintainer lists, release cycles and processes, and issues get written for discrepancies between this library and the other official client libraries and roadmaps get sorted out.
