ProQuest gets metadata concerning our Theses and Dissertation from the https://etda.libraries.psu.edu/catalog/oai/{etc} endpoint. They use that metadata and a webcrawler to go to that thesis's page and click the download link. It would be easier for them (and slightly reduce traffic and avoid the risk of triggering remediation for us) if we could include a download link as part of the metadata we share.
