[FEAT]: Some labels like `praise` don't need decorations

Description

With some labels like praise and thought, I'm not sure we'd want to show any decoration selectors:

In this ☝️, I'm not sure I'd expect the decorators, non-blocking, blocking, and if-minor to show up. Then again, I'm not sure what it'd look like otherwise 😅.

brainstorm: What if praise didn't move to a decorator button selector and just showed the praise button highlighted amongst the other "first-level buttons" 🤔

Could it be possible to say which decorations are used by which labels?

I know people might use security decoration with the issue label. People will need to configure more specific use cases like this, cause this extension can't manage all peoples cases, but I'm interested too in this issue! 😁
