[Bug] iTAK custom maps missing

mikkoh reported that iTAK custom maps no longer work.

We have not changed the package format ergo iTAK itself has changed what it expects.

Investigate what is the new correct format for custom maps in iTAK zip package and implement the changes to template.

Apparently there has been a change in iTAK on how they are using datapackages. Currently there is a bug and datapackages aren't working so problem is not in our end. No timeline on the fix.
