add support for the Dragino gps/lora HAT

we have a number of these boards and would like to be able to use them with MC

is there a way to add it to the radio-settings.json so that we can use them .

i believe it uses the SX1276/SX1278

i have it currently running on a PI2b but a PI4 is present for testing.
