german locale tweaks (#502)

* add tooltips to german pywiki tips.cfg

* tweak german locale.cfg

* tweak/add/fix german locale.cfg

* deleted doubled translation and tweaked recipe names

* spelling and missing translations fixed

* changed Mk0... back to MK0...

makes it more coherent with newer py mods

* Change MK0... to MK 0...

makes it like the english version

* updated changelog
