blacklist / detect only from certain ip range

Hi, is there a possibility to monitor only form specific ip range with specific port range? and is it possible one of the action to send a webhook directly?

I'm redesigning the application at the moment. The new version will have a better notification system, with webhooks planned. The redesign will also allow for better whitelist control.
