Entirely Remove “Job” Income General Strategy

Current behavior

This General Strategy appears whenever a user enters a "Job" income item.
Yuliya requested this be removed.
(she planned to add a strategy for this but we never received it).

Expected behavior

Remove “Sign Up for Direct Deposit” General Strategy so nothing shows up when a "Job" income item is entered.
