Add accordion to Fix-It Strategies Header

Q: Can 'Why are you in red?' card be changed to an accordian? If so, what is the level of effort?

Current behavior

• 'Why are you in red' strategy card is always visible

Expected behavior

• 'Why are you in red' card is an accordion that is hidden and is displayed when a user clicks on the arrow/chevron/CFPB design system appropriate icon on the strategy card
