Bazel - Enable hard-float ABI support for m33

The cmake build added support recently to build ARM cortex-m33 targets
with hard float ABI. Provide such configuration options for bazel builds as well.

Looks like we have few Bazel requests queued up at this point. I'll see if I can allocate some time in the next ~wk to chip away at some of them.
