epic: two-way sync with agent swarms

I've seen many examples of others who use GitHub Issues as a means of communicating to their agent swarms via two-way sync

The first example of this I saw was ruvnet in -

All issues & PRs are sync'd with his agent swarms, however, it's been unclear to me exactly how he has setup 2-way sync
