• The existing workshop ingestion doc explicitly says it documents process controls and review gates rather than implementing automation, which is the right tone for this new file too

Summary
Adds a new workflow document at core/workflows/agentic-implementation-blueprint.md that translates the PACTO framework into an implementation-oriented structure suitable for coordinated human and AI-agent execution.
Why
PACTO currently defines the framework, core loop, governance principles, evidence trail, and selected workflows clearly, but it does not yet provide a single implementation blueprint that:
- decomposes the pipeline into bounded work packages
- defines canonical implementation objects and state transitions
- clarifies how KOI, Regen Ledger data anchoring, and DAO DAO fit together
- supports agentic execution without overstating current implementation maturity
This file is meant to become that bridge layer.
