Feature Request : Add Image Formats in Windows 10

Currently WIC support for Windows 10 is very less.
So add possible file supports to Windows 10 through other dependencies.

In a fresh install of Windows 10 Pro, there are stub codecs. Like Microsoft Camera Raw.. Eventhough WIC codecs are returned in enumeration, they are not actually there. We assume WIC has that capability and when we try to open, it causes exception.
In Windows 11, jxl returns similar stub..
This causes Preview thread to become very slow.
