revdeps broken in windows installer

While playing with rocq-bootsrap I tried to deselect some packages and I got a very weird message.
I deselected coq-mathcomp-whatever, and it deselected coq_elpi telling me coq_elpi depends on it. But it is the other way around!

Steps to reproduce

Using the Rocq Platform package selection workflow:

• Deselect coq-stdlib

• Then deselect coq-mathcomp-algebra

Observed behavior

A message appears stating that coq-elpi depends on coq-mathcomp-algebra, and therefore gets deselected as well.

Expected behavior

This seems incorrect, as the dependency relation is actually the other way around:
coq-mathcomp-algebra depends on coq-elpi, not vice versa.
