In the Auto Transcribe dialog, it's currently possible to submit the image to transcription services either in original orientation, or in rotated state at 90-degree steps.
It should also be possible to rotate the image freely, and submit the rotated version to the transcription service. This would improve transcription performance with some services if the image contains "tilted" text (e.g. labels at 45° angle on a map).
Note that (one of) the main complications is that we need to completely redesign the selection tool, which is currently synced to the viewer orientation. (I.e. rotated viewer would result in rotated selection box.) In-memory image rotation (for local image files and IIIF static + level 0 images) is another complication.
