Why are there API text files in this crate?

The API text files in rust-bitcoin are for crates that are about to be stabalized that we are being very intentional about API breaks. Here it doesn't matter because this is pre-1.0 and will be for some time yet.

Yeah but we don't need API files for that. The API files are just to try help catch breaking changes on master (hence not needed here).

Ah, we can get rid of them. I just found them very helpful over in rust-bitcoin to double check API changes so added them here preemptively.
