Add the ability to match the power options in RT.

The newest versions of RemoteTech allow you to reduce or increase the power requirements.  It's a simple multiplier between 0 and 2 (Called "Consumption Multiplier").  I've always though having my satellites be 80% battery seemed a bit extreme.  It would be nice to have a slider on the planner to match so I don't have to re-input all the default antennas to get the power calculations correct.
