bug: Missing comment buttons on banlist/commslist

What are the steps to reproduce this issue?

1. Go on bans or comms page
2. Missing comment CTA

What happens?

CTA buttons for comments was dropped in 2.0.0 migration

What were you expecting to happen?

Having a CTA button for comment/edit/delete on any punishement.
Also we need to check the render in case of multiples comments on a same block.
