Feature: Resume

Apparently, resume is not supported. this is a minor feature but since I use this software to move remote backups from staging to local for further inspection, not having resume functionality is a pain .... xD

Any HTTP server however small must have resume support.

Resume support is part of servefile for a long time, see here: https://github.com/sebageek/servefile/blob/master/servefile/servefile.py#L87-L120
It even works with playing movies and skipping through the file.

It's not supported with the transparent tar mode aka --tar, as I don't know how large the file is that I'm sending (and it also might not be the same file we're sending).

So, could you maybe help me out there and tell me how to recreate the issue? :)
