Improve project budgeting

The overall UIUX of this new ProjectBudgeting page is to improve upon just a list of payments and incorporate allocations in a meaningful way

• Add the ability to create Allocations directly from a PaymentTile on the ClientDetailPage
• Check code architecture to rework references from Project "Payments" to Project "Budgeting" if it makes more sense contextually (ex: URL change /payments -> /budget) - Refactor Project "Payments" to Project "Budgeting" #547
• Add the ability to create Allocations from the ProjectBudgeting page (both proposed and from an existing client payment) - Add the ability to create Allocations from the ProjectBudgeting page #541
• Make it more clear to the user that Allocations shown when clicking on a Payment are individually editable
• Improve aesthetics of UI for "Payments summary". Maybe display more dynamic number+text visual (Example:)

• Maybe we can use the expected_budget parameter to add a notice when allocating/budgeting that the Expected Budget is too low
